The Small Business Administration must set up a Small Business Manufacturing Task Force to help small manufacturers. The SBA Administrator must name one member to serve as chair. The Task Force must check if current programs and services meet small manufacturers’ needs, promote SBA programs for them, and study their special problems to propose helpful policies. The Task Force must meet at least four times a year, and a majority of members is needed to approve reports. Members get no extra pay beyond their federal job pay. SBA employees can be assigned to the Task Force without pay and without losing their job status. Within one year after December 8, 2004, and every year after that, the Task Force must send a report with its findings and recommendations to the President and to the Senate and House small business committees.
