The Administrator must pick one person to run disaster planning for the Administration. That person must not already work for the Administration’s Office of Disaster Assistance, must have strong management skills, solid knowledge of disaster readiness and emergency response, and clear experience in disaster planning. They must report only to the Administrator. Their job is to create, keep up, and carry out the Administration’s disaster response plan; set up training for disaster staff before and during service; run training and simulation exercises, including those with other agencies; and do other planning tasks the Administrator assigns. The planner must work with the Office of Disaster Assistance, the FEMA Administrator, and other federal, state, and local planning offices as needed. The Administrator must give that person enough resources to do the job. Within 30 days after the law is enacted, the Administrator must send a report to the Committee on Small Business and Entrepreneurship of the Senate and the Committee on Small Business of the House of Representatives describing the assignment, the person’s background, and how the planner’s duties are being carried out.
