Defines key words used in this chapter. Council is the Propane Education and Research Council created under section 6403. Industry means people and companies that make, move, sell propane, or make propane equipment in the United States. Industry trade association is a group that represents the propane industry and is tax‑exempt under section 501(c)(3) or 501(c)(6) of title 26. Odorized propane is propane with an odor added. Producer is the owner of propane when it is taken from a gas processing plant or refinery. Propane is a hydrocarbon made mostly of C3H8, from natural gas or crude oil, and includes liquefied petroleum gases and mixtures. Public member is a Council member who is not a producer or retail marketer and represents big users, safety officials, academics, or researchers. Qualified industry organization means the National Propane Gas Association, the Gas Processors Association, their successor, or a group of retail marketers or producers that together represent at least 25 percent of U.S. propane volume. Retail marketer mainly sells odorized propane to final consumers or to retail dispensers. Retail propane dispenser sells odorized propane to final consumers but does not do that as their main business. Secretary means the Secretary of Energy.
