People who get awards or cooperative agreements under section 657d may use a reasonable part of that money to set up Mentoring Networks. These Networks must give business advice and help to high‑tech small businesses in the State or region named under section 657d(c)(1)(E)(ii) that are likely SBIR or STTR applicants. Mentoring Networks must find volunteer mentors from small businesses that have finished one or more SBIR or STTR projects. Mentors must guide companies through all parts of the SBIR/STTR process and have experience with the programs. They should help with things like proposal writing, marketing, government accounting and audits, facilities and staff, finding partners and investors, commercialization, and other related matters. Mentors must add their information to the national database called for under section 638(k)(1) and may be repaid for out‑of‑pocket costs. The Administrator, working with the SBIR, STTR, and FAST programs, must include and update Mentoring Network and mentor information in that database, promote the Networks, and may use contracts to do this.
