For three years starting on November 12, 1999, the law treats it as true that states do not require licensing, appointments, or education for people who offer or sell insurance that is connected with renting or leasing a motor vehicle. This only applies to rentals or leases of 90 consecutive days or less, and to insurance given with and for no more days than the rental or lease. It does not change any state law or how state laws are read. It also does not change the future effect of court decisions that interpret state law, or the future effect of final state rules, orders, bulletins, or other official state actions. Motor vehicle — same meaning as in 49 U.S.C. 13102.
