Making, bringing into U.S. trade, selling, shipping, or distributing any wool product that is wrongly labeled under these rules is illegal. Doing so is treated as an unfair or deceptive business practice under the Federal Trade Commission Act, and people or businesses who make, ship, sell, or offer such mislabeled wool products are guilty of that unfair practice. The rule does not apply to common carriers (like freight companies) just transporting wool in the normal course of business. It also does not apply to wool made for export that is labeled the way the buyer or the foreign country’s law requires.
