Defines key words used for the renewable fuel investment program. It explains what certain terms mean so people know how the program works. Operational assistance is management, marketing, and other technical help to grow a small business. A participation agreement is the contract (with the Administrator under 690c(e)) that sets the company’s operating plan and investment rules and requires it to invest mainly in small firms working on renewable energy products or services. Renewable energy is power from sources that don’t run out, like solar, wind, ethanol, and biodiesel. A Renewable Fuel Capital Investment company is one that has final approval under 690c(e) and signed the participation agreement, or that has conditional approval under 690c(c). State includes the States, the District of Columbia, Puerto Rico, the Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, and other U.S. territories or possessions. Venture capital means equity investments as defined in 683(g)(4).
