To get assistance under this law, an organization must be one of a few specific kinds. It can be a nonprofit microenterprise group or program (or a group of such programs) with a proven record of helping disadvantaged entrepreneurs. It can be an intermediary. It can be a local microenterprise program that is accountable to its community and works with a state or local government or an Indian tribe. Or it can be an Indian tribe acting on its own, if the tribe can certify that no private organization like those above exists in its area.
