After May 1, 1991, development companies cannot take money that limits which kinds of small businesses they may help or that adds rules for people who get help, even indirect rules. Before that date, any U.S. department or agency giving money to a development company also must not put those limits or rules on who gets financed, unless the agency provides all the money and the rules apply only to that money.
