Exempts certain textile products from the rules in this subchapter. It names eleven categories not covered, such as upholstery stuffing (except as provided in section 70b(h)), outer coverings for furniture and mattresses, linings or padding used mainly for structure, stiffenings and trimmings, floor-covering backings and underpads, sewing threads, bandages and surgical dressings regulated under the Food, Drug, and Cosmetic Act, waste not meant for textile use, textile parts of shoes or similar outer footwear, and items like hats, handbags, luggage, brushes, lampshades, toys, menstrual devices, adhesive tapes and chemically treated cleaning cloths, and diapers. The Federal Trade Commission can also remove other textile products from the rules if they have an insignificant amount of textile fiber or if telling the fiber content is not needed to protect the final consumer.
