Operate means daily management. Council and Interagency Committee mean the National Women's Business Council and the Interagency Committee on Women's Business Enterprise. Women's business enterprise means a business owned, set up, or grown by a woman or group of women. Women-owned business means a small business women control, operate, and own not less than 51 percent.
