The Commission must create rules for measuring natural gas amounts when it changes a base period used in a curtailment plan. Those rules must cover gas that a local distribution company can show was being sold for a priority use just before energy-saving steps started, and that was actually saved because of those steps. This requirement does not change any rules that let gas be shifted during emergencies to protect health, safety, or welfare. Definitions: "conservation measures" = energy-saving steps the Commission says were put in place after the base period in effect on November 9, 1978; "local distribution company" = a company that moves and sells gas to end users; "curtailment plan" = a plan under the Natural Gas Act that sets service priorities when deliveries are cut back.
