Importers must pay, in addition to the regular tariff, a special charge equal to twice that tariff when a foreign-made product is brought into the United States under any agreement that the importer or someone in the U.S. will not use, buy, or deal in goods from other sellers or will be limited in doing so. A foreign producer may set up an exclusive U.S. sales agent and that agent may agree not to sell competing goods. But if the producer requires the agent to force such restrictions on U.S. buyers, the extra double charge still applies to those imports.
