Allows Team members and anyone the Director approves, when they show official ID and a written inspection notice, to enter places where a building failed or where parts and evidence are kept. They may examine records (like design, construction, or maintenance files) during reasonable hours, inspect and test building pieces and materials, and move records or items when needed and allowed by the Team’s procedures. Inspections must avoid unnecessary disruption of services and must try to keep evidence intact for the investigation. Teams must not get in the way of search and rescue. They must work with rescue crews, qualified researchers, State and local officials, and, when possible, civil parties without hurting the investigation. NIST will make agreements with other federal agencies to coordinate probes. The Team’s work usually takes priority over other federal probes or lawsuits, except if the National Transportation Safety Board has a related probe or if the Attorney General or a federal law enforcement agency shows a criminal act may be involved. In that case, law enforcement takes priority and evidence must be preserved.
