Title 15 › Chapter CHAPTER 100— - CYBER SECURITY RESEARCH AND DEVELOPMENT › § 7403
The Director must give grants for basic research to make computers and networks more secure. The research can cover many topics, such as authentication and cryptography; forensics and intrusion detection; reliability and resilience of software, systems, and infrastructure; privacy; network, wireless, mobile, cloud, and election-system security; vulnerability assessment, monitoring, mitigation, and rapid recovery; secure software engineering (including secure languages, reusable secure code, verification, and metrics); dealing with insider threats and emerging threats; and how humans interact with computers and the physical world. Grants are awarded through a competitive, merit-reviewed process. The law authorizes $35,000,000 for fiscal year 2003, $40,000,000 for 2004, $46,000,000 for 2005, $52,000,000 for 2006, and $60,000,000 for 2007. The Director must also award multiyear, competitive grants to colleges, nonprofit research institutions, or consortia to create multidisciplinary Centers for Computer and Network Security Research. These Centers may partner with government labs or for-profit groups. The Centers must do cutting-edge research in the areas above, improve security and resiliency, reduce vulnerabilities, and help anticipate and lessen attacks on critical infrastructure. Applicants must describe their research, how different disciplines will work together, how they will train and broaden participation of researchers (including underrepresented groups), and how they will share results. Applications will be judged on research quality, experience, student support, partnerships and computing capacity, secure facilities, industry and federal ties, ability to move technology to practice, and interdisciplinary strength. The Director will hold an annual meeting of the Centers. The law authorizes $12,000,000 for 2003, $24,000,000 for 2004, and $36,000,000 for each of 2005, 2006, and 2007.
