Grants and fellowships under this law cannot be given, directly or indirectly, to people who are breaking the rules of their F, M, or J nonimmigrant status. They also cannot be given to someone from a country the U.S. lists as a state sponsor of terrorism, unless the Secretary of State, after consulting the Attorney General and other agencies, finds that person is not a safety or national security risk. Money also cannot go to colleges, universities, or nonprofit groups that failed to keep or report required records for nonimmigrant students or exchange visitors, or that were suspended or terminated under the immigration program rules.
