The Director must run a research program to help create voluntary technical standards, tests, and ways to check identity systems. The work must do four things: make different identity technologies work together and move between systems; make identity proofing and verification stronger based on the risk, including government identity checks; improve privacy; and make systems more accurate, easier to use, and more inclusive. The Director must also keep a technical roadmap, and must make and update shared definitions and voluntary guidance for digital identity systems and for government identity or attribute checks. Digital identity management systems = systems that prove who people are and handle identity data. Identity and attribute validation services = services that confirm a person’s identity or facts about them. The guidance should follow the four goals when possible, give real examples, use voluntary standards and best practices, not force specific products, and be made with input from federal and state agencies, industry, users, and experts.
