The President can stop or limit imports from a country, colony, or dependency if he believes that place is blocking or restricting U.S. goods during a war the United States is not fighting. He may ban similar or other items from that place while the foreign restriction continues and must announce which items are banned. Anyone who brings in or tries to bring in those items against the ban can be fined $2,000 to $50,000, jailed up to two years, or both. The President can change, cancel, or renew the ban.
