All duties and powers of the Secretary of the Interior, the Interior Department, and their staff that are tied to or used by the Office of Petroleum Allocation, the Office of Energy Conservation, the Office of Energy Data and Analysis, and the Office of Oil and Gas are moved to the Administrator. Likewise, the duties and powers of the Chairman, the Executive Director, and the Cost of Living Council and its staff that relate to the Council’s Energy Division are also moved to the Administrator.
