Within 24 months after December 16, 2003, the Federal Trade Commission must, after consulting DOJ and other agencies, report to Congress on how well these rules are working and enforced, how technology and market changes affect them, how to handle cross‑border commercial email, and ways to protect consumers, including children, from obscene or pornographic commercial email.
