The Administrator must develop and send to Congress and the President a complete plan to ease the energy shortage within six months from May 7, 1974. The plan must include full analysis showing why the actions are needed. That analysis must estimate energy saved, estimate unexpected big losses or gains to companies, industries, and people by income group, estimate how proposed price changes affect supply and use, and list other options considered with reasons they were rejected. The Administrator can change the plan later. If an appropriate committee of Congress asks, the Administrator must provide the analysis for any changes. The Administrator must also monitor any plan put into action to see if it achieves the expected benefits.
