Within ninety days of the chapter taking effect, the Administrator of the Federal Energy Administration, with the Secretaries of the Interior and the Army, must send Congress two lists: one of hydroelectric and electric transmission projects Congress approved but that are not finished, and one of ways to increase output at existing hydro plants. For each project listed, the Administrator must include a fast construction schedule, cost estimates to finish it as soon as practicable, what finishing it quickly would accomplish, and any money already set aside but not yet committed.
