Creates an Office of Energy Information and Analysis inside the Federal Energy Administration. It must be led by a Director the President appoints with the Senate’s approval. The Director must have the professional background and experience to run an energy information system. The Administrator may delegate the powers he has under section 796 and section 772 of this title to the Director, and the Director may act in the Administrator’s name under section 797 and section 772 to enforce those delegated powers. The term "energy information" is defined in section 796 of this title.
