The Commission can make, change, or cancel rules and orders it needs to carry out its powers. It can set definitions for accounting, technical, and trade words. It can decide the forms and layouts for registration papers, applications, and reports. It can group people, securities, and other items into classes and set different rules for each class. The Commission can also allow filers to use documents already filed with it under this subchapter, subchapter II of this chapter, the Securities Act of 1933, the Securities Exchange Act of 1934, or the Trust Indenture Act of 1939. No one is liable for an act done or missed in good faith that followed a Commission rule or order, even if that rule is later changed or found invalid.
