The Securities and Exchange Commission can make rules that explain some key words more clearly. It can define "commercial risk"; any other word added to the Securities Exchange Act of 1934 by this subtitle; and the terms "security-based swap", "security-based swap dealer", "major security-based swap participant", and "eligible contract participant" for security-based swaps so the rules also cover deals or firms set up to avoid this subtitle or its changes.
