Requires the National Oceanic and Atmospheric Administration (NOAA) to make its operational computer models, other models it chooses, and the related data and documentation available to the public for free under an open license (as defined in law). Key terms are defined one line each: "Administration" = NOAA; "Administrator" = NOAA’s head; "Earth Prediction Innovation Center" = the community global weather research modeling system; "model" = a tested numerical model of the Earth or its parts made by NOAA staff or with federal funds; "open license" = the meaning in 44 U.S.C. 3502(21); "operational model" = a model NOAA uses for operations; "suitable model" = a model meeting law-specified requirements as chosen by the Administrator. NOAA must prioritize operational models, protect privacy and follow statistical rules, and may withhold or limit release when needed for national security, intellectual property, trade secrets, contract limits, or to protect lives and property. The agency can exclude models planned to be retired or replaced within 5 years after December 23, 2022. NOAA may use government servers or private vendors and must support the needed infrastructure. The Administrator must review outside innovations to publicly shared models and adopt useful improvements for suitable models. A report to Congress is due within 2 years after December 23, 2022, describing the plan, how outside ideas are reviewed and made operational, and any Federal funding used (including under section 3719 or the Crowdsourcing and Citizen Science Act, 15 U.S.C. 3724). Models made with the Department of Defense can be withheld after consulting the Secretary of Defense if needed for national security, and this does not override other national security laws. Up to $2,000,000 is authorized for each fiscal year 2023 through 2027 to carry out these tasks.
