Title 15 › Chapter CHAPTER 113— - CONCRETE MASONRY PRODUCTS RESEARCH, EDUCATION, AND PROMOTION › § 8716
The Comptroller General must prepare a study within 5 years after October 5, 2018, and must send a report to Congress and the Secretary within 8 years after October 5, 2018. The report reviews the Board’s program and how it works. The report covers 13 topics, including how the Board spends the money it collects; whether its actions meet yearly goals; changes in demand for concrete masonry versus other building materials; effects on competitors’ market share and on the overall building-products market; effects on jobs (manufacturing, sales, installation); effects on downstream buyers and on real property that uses these products; effects on prices and any federal cost if prices rise; whether key legal requirements are met; the strength of federal oversight; whether running the program from the Office of the Secretary of Commerce or another part of the Department is appropriate and whether the Department has the needed expertise; and any other topics the Comptroller General finds appropriate.
