Requires the Director of the National Institute of Standards and Technology to support and grow research and standards work for quantum information science and technology. The Director must keep funding basic and applied research, build measurement and standards tools for commercial uses, and use NIST programs with other federal partners to train more quantum scientists. NIST must research quantum cryptography and post-quantum classical cryptography, and study quantum networking, communications, and sensing. When a quantum technology is ready for standards, NIST must give technical reviews and help other federal agencies. NIST must also set up or expand partnerships with industry, universities, and labs, and may make contracts, grants, or other agreements as needed. Not later than 1 year after December 21, 2018, the Director must form a consortium of stakeholders to identify measurement, standards, cybersecurity, and other needs for a strong U.S. quantum industry. The consortium must assess current research, find research gaps, and recommend how NIST and the Program can fill those gaps. Not later than 2 years after December 21, 2018, the Director must send a report on the consortium’s findings to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Science, Space, and Technology of the House of Representatives. The Director may allocate up to $80,000,000 for each of fiscal years 2019 through 2023 for these activities, subject to available appropriations, from funds made available to NIST.
