The Secretary of Health and Human Services must use $500,000,000 for fiscal year 2021 to give grants to States and Indian Tribes. The grants help low-income households that spend a high share of their income on drinking water and wastewater by giving money to water system owners/operators to reduce unpaid bills and lower charges. Money is divided by each area’s share of households at or below 150 percent of the Federal poverty line and by its share of households spending over 30 percent of income on housing. Up to 3 percent may be reserved for Indian Tribes and tribal organizations. State — includes the 50 States, the District of Columbia, Puerto Rico, American Samoa, Guam, the U.S. Virgin Islands, and the Commonwealth of the Northern Mariana Islands.
