Uses the definitions in 49 U.S.C. 40102(a) unless it says otherwise, and then defines several specific words for this part. "Airline catering employee" means a worker who does airline catering services. "Airline catering services" means preparing or putting together food, drinks, and related supplies and delivering them to aircraft or to a spot on or near airport property for later delivery to aircraft. "Contractor" means a person (or a subcontractor) who, under contract with a passenger air carrier operating under part 121 of title 14, does catering or other airport jobs tied to air transportation, such as loading or unloading property, passenger assistance under part 382 of title 14, security, ticketing and check-in, ground handling, or cleaning and waste removal. "Employee" means an individual (not a corporate officer) employed by an air carrier or a contractor. "Recall" means a contractor sends a notice by mail, courier, or electronic mail to an involuntarily furloughed employee telling them they must, within a set time of at least 14 days, either return to work or permanently separate; not replying counts as choosing to separate. "Secretary" means the Secretary of the Treasury.
