The Secretary must give money to airlines and to their contractors to cover pay and benefits for the period April 1, 2019 through September 30, 2019. If an airline reports pay data to the Department of Transportation under part 241 of title 14, the Secretary will use those reported numbers. If an airline or a contractor does not file those reports, they must certify the amount with sworn financial statements or other records. The Secretary will set the form, rules, and conditions for the aid, including audits and clawbacks if the air carrier, cargo carrier, or contractor fails to meet the assurances in section 9074. The Secretary must publish fast procedures for applying not later than 5 days after March 27, 2020, and must make initial payments not later than 10 days after March 27, 2020, to approved requests. The Secretary will decide how to distribute any remaining funds. The Treasury Inspector General will audit the certifications of pay amounts.
