The President must create and run a program called the National Artificial Intelligence Initiative. Its main goals are to keep the United States a leader in AI research, promote trustworthy AI in government and business, prepare today’s and tomorrow’s workers to use and build AI, and make sure civilian agencies, the Department of Defense, and the Intelligence Community share information so their work helps each other. The Initiative must support AI research with funding, test environments, and access to data and computing power. It must back K–12 and college programs, job training, and public education about AI. It must fund interdisciplinary research and training that brings together technical, social, health, legal, and ethical experts. The Initiative must coordinate across agencies, get input from the public and diverse groups, use existing federal investments, support AI research institutes, and work with allies when appropriate. It cannot affect intelligence sources and methods, change any agency’s intelligence powers, run or direct intelligence operations, or change intelligence classifications. The program ends 10 years after January 1, 2021.
