Create an Interagency Committee through the National Science and Technology Council to coordinate federal work on the Initiative. The Director of the Office of Science and Technology Policy (OSTP) must lead the committee and it must be co-chaired by OSTP and, on a yearly rotating basis, a person from the Department of Commerce, the National Science Foundation, or the Department of Energy chosen by OSTP. Other agencies join when the OSTP Director and the agency head agree. The committee must coordinate federal AI research, development, demonstrations, education, and workforce training. It must, not later than 2 years after January 1, 2021, create a strategic plan and update it at least every 3 years. The plan must set goals, priorities, and measures and cover research priorities, long-term funding, ethics and safety, data and computing resources, education and workforce, and support for the network of AI research institutes. Each year it must propose a coordinated interagency budget to the Office of Management and Budget as part of the President’s budget and consider advice from the Advisory Committee and other groups. For each fiscal year starting with fiscal year 2022, within 90 days after the President’s budget is sent, the committee must send Congress a report with a summarized budget for that year and the prior year, a breakdown of spending, and descriptions of any Institutes set up under section 9431 for the Department of Commerce, Department of Defense, Department of Energy, Department of Agriculture, Department of Health and Human Services, and the National Science Foundation.
