The Under Secretary must provide federal help to minority business enterprises in the United States and abroad. This help can be given directly or with private partners, such as community groups and national nonprofits. Help includes management advice, technical and technology support, financial, legal, and marketing help, and workforce training. The Under Secretary must also encourage minority businesses to form joint ventures with other minority firms or with public or private partners to increase their share of market activity. The Under Secretary must help private companies and federal agencies work together to grow these businesses.
