When the Under Secretary thinks it’s needed, they must work with public agencies to use local resources to help minority-owned businesses. They must help start or improve programs that buy from these businesses, offer help on management, technology, law, finance (including accounting), marketing, and workforce training, and tell local minority businesses about these programs. They must meet with local leaders to promote helpful local rules and help public and federal agencies work together to grow minority-owned businesses.
