The Under Secretary must work with other federal agencies to create policies, detailed plans, and clear program goals for the programs under part B of subchapter I and subchapter III. The Under Secretary must set up regular checks and reports to track whether those goals are being met and must assess how federal help to socially or economically disadvantaged business concerns affects the chapter’s goals. The Under Secretary must also review all proposed federal training and technical help tied to those programs to keep them consistent and avoid overlap. Finally, the Under Secretary must call meetings of agency heads or their designees when their programs might affect carrying out this chapter.
