The Secretary of the Interior must operate the National Fisheries Center and Aquarium. The Secretary may build, buy, lease, run, and keep boats to collect specimens, and may contract for specimen collection and buy or trade specimens and display items (without regard to section 6101 of title 41). The Secretary may make and give away or sell at cost catalogs, brochures, films, photos, and other materials about the Center and aquariums, with sales receipts sent to the U.S. Treasury. The Secretary may hire experts or consultants under section 3109 of title 5 at up to $50 per day plus expenses. The Secretary may allow groups with related fish and wildlife purposes to use public meeting and exhibit spaces on terms that serve the public interest. The Secretary should encourage people from any country that has diplomatic relations with the United States to use the Center’s educational and scientific facilities if that country gives the same access to U.S. citizens.
