The commission has six members total: three from the United States and three from Canada. The President picks the three U.S. members, and one of those must come from names the Governor of Maine may send. U.S. alternates are picked the same way. U.S. members and their alternates serve while the President wants them to. If a U.S. seat or alternate becomes vacant, it is filled the same way. An alternate fills in, votes, and acts whenever the regular member is absent. The commission chooses a Chair and a Vice Chair from its members for two-year terms. The Chair’s turn switches back and forth between a Canadian and a U.S. member. The Vice Chair is from the other country. If either job becomes vacant, the commission holds a special election to finish the term. Four members make a quorum to do business, but any decision needs yes votes from at least two U.S. members (or their alternates) and at least two Canadian members (or their alternates).
