Unless allowed under this chapter or by rules from the Secretary, people and vessels under U.S. jurisdiction must not take fur seals in the North Pacific or on U.S. lands or waters. They also must not use U.S. ports for sealing or bring in, sell, or have fur seals or parts (including raw, dressed, or dyed skins) taken in violation of this chapter or the Convention. Except inside the U.S. Exclusive Economic Zone, people under U.S. jurisdiction must let authorized officials from Canada, Japan, or Russia board and search vessels fitted to harvest marine life to check for illegal sealing.
