After the general study is finished, the Secretary of the Interior, with the President’s approval, can make a long-term agreement with a State or a local government (local deals need the State Governor’s or a designated State agency’s OK) to manage, develop, and run estuary areas the State owns or later acquires. The Secretary can also make a deal for one area when that part of the study is done and the State approves, following the study’s rules. The agreement must have the State and the Secretary share costs fairly. It can cover building, operating, installing, and keeping up structures, recreational facilities, access roads, and other improvements. The agreement depends on available funding. State hunting and fishing laws apply to these areas as they now do or later become applicable.
