Defines key words used in this chapter. Secretary means the Secretary of the Interior for lands run by the Bureau of Land Management and the Secretary of Agriculture for lands run by the Forest Service. Wild free-roaming horses and burros means all unbranded, unclaimed horses and burros on federal public lands. Range means the land needed to support the current herd(s) without going beyond their known territory and is mainly used for their welfare while allowing multiple uses. Herd means one or more stallions and his mares. Public lands means lands managed by the BLM or the Forest Service. Excess animals means wild horses or burros that have been removed by the Secretary under law, or that must be removed to keep a healthy natural balance and multiple uses in the area.
