The Secretary may use or hire helicopters and, when moving captured animals, motor vehicles. That use must happen only after a public hearing and while the Secretary or a Department official is directly supervising. Section 47(a) of title 18 does not apply to these uses. The Secretary must follow humane procedures that they set. The Secretary also keeps full authority to manage National Park units. For park management, the Secretary may use or hire motor vehicles, fixed‑wing aircraft, or helicopters without regard to this chapter or section 47(a) of title 18, and section 47(a) of title 18 will apply to those park-management uses.
