Require the Under Secretary to keep and grow a program that watches and studies underwater sound to help protect and manage marine life. The program must give grants to expand systems that record and store underwater noise data, create and use standard ways to measure sounds from animals, nature, and human activities, and—after talking with the Secretary of Defense—share the datasets, models, and user tools from those grant-funded observations with the public. The program must include the Ocean Noise Reference Station Network run by NOAA and the National Park Service, work with the Integrated Ocean Observing System, and coordinate with Regional Ocean Partnerships and the Director of the U.S. Fish and Wildlife Service when needed. Grant awards should consider geographic diversity. The Secretary of Defense can block any activity that would harm defense readiness or national security. From funds already appropriated to the Under Secretary, $1,500,000 is authorized for each fiscal year 2023 through 2028 to carry out the program.
