Create a Committee of Scientific Advisors on Marine Mammals within ninety days after the Commission starts. The Commission’s Chairman will appoint nine scientists who know marine ecology and marine mammals after talking with the Chairman of the Council on Environmental Quality, the Secretary of the Smithsonian Institution, the Director of the National Science Foundation, and the Chairman of the National Academy of Sciences. Members who are not United States Government employees will be paid each day they actually work at the daily equivalent of GS–18 under section 5332 of title 5 and will get travel and per diem as allowed by section 5703 of title 5. The Commission must consult this Committee on any studies, recommendations, research programs, or scientific research permit applications it plans or carries out. If the Commission does not follow a recommendation from the Committee or one of its members, the Commission must send that recommendation and a full explanation of why it was not accepted to the right Federal agency and to the proper committees of Congress.
