The Commission may hire staff and set their pay, get and equip office space, make contracts or give grants to public or private groups, and hire experts or consultants allowed by law (individuals may be paid no more than $100 per day). It can spend other money needed to do its work, but must have at least 11 employees at all times. The General Services Administration will provide the Commission with financial and administrative help—like budgeting, accounting, personnel, and buying—and the Commission must pay GSA in advance or reimburse amounts the Chairman and the Administrator of General Services agree on.
