The Secretary can make agreements or give grants to states, local or regional governments, interstate groups, nonprofits, or other people to carry out the chapter’s goals. The Secretary can let a nonprofit ask for private donations to help. The Secretary can accept money, property, or services to use in naming and running national marine sanctuaries, and those donations are treated as gifts or bequests to the United States. The Secretary may buy, lease, or exchange land, buildings, or other property needed for these purposes. The Secretary may also arrange to use another state or federal agency’s staff, services, or facilities, with or without payment. Even if another law says a federal agency can’t get assistance, the Secretary may apply for, accept, and use grants from other federal agencies, governments, foundations, or people.
