The Secretary must create and run, through the National Ocean Service, the Dr. Nancy Foster Scholarship Program. The program gives graduate scholarships in oceanography, marine biology, or maritime archaeology called Dr. Nancy Foster Scholarships. It is meant to honor excellent students, especially women and members of minority groups, and to support independent graduate research. Each scholarship must be used for graduate study at a graduate-level college or university and must follow rules the Secretary sets. Scholarship money is paid directly to the student after the school certifies the student will follow a specific, approved plan of study and research. Each year the Secretary must use 1 percent of the money available under this chapter for these scholarships. A recipient must repay the full amount if they committed fraud or did not follow the scholarship’s terms. "Maritime archaeology" here includes caring for, preserving, and displaying maritime artifacts.
