Require the Secretary of Agriculture, working with State cooperative extension leaders and eligible colleges and universities, to run education programs about renewable resources. These programs must help people spot and solve renewable resource problems; share research results; give the best available technology to those who manage forests and rangelands; pay special attention to small private nonindustrial forest owners; teach range, fish, and wildlife management; offer continuing education for professional managers; help landowners get technical and financial help; point out needed research; promote public understanding of the value of trees and open space in cities; and run a broad natural resource and environmental education program especially aimed at young people. "Eligible colleges and universities" means schools that can get federal support under the Acts of July 2, 1862; August 30, 1890 (including Tuskegee Institute); or October 10, 1962. The programs may use many teaching methods, such as meetings, short courses, workshops, tours, demonstrations, printed materials, news releases, and radio and television.
