State directors and the heads of extension at eligible colleges must work together to create one clear, state-wide renewable resources extension program that explains each college’s role. They must consult with the State’s technical and forestry representatives created under the Act of October 10, 1962 (76 Stat. 806–807; 16 U.S.C. 582a, 582a–1—582a–7). Each State must send its program to the Secretary every year. The National Agricultural Research, Extension, Education, and Economics Advisory Board (see 7 U.S.C. 3123) will review those programs and give advice to the Secretary. The State director should promote cooperation with county and State extension staff, State and Federal research groups, agencies that manage forests and rangelands, and other related agencies. The State director usually runs the program, but in States with colleges covered by the Act of August 30, 1890 (7 U.S.C. 321–326, 328), including Tuskegee Institute, the college extension heads share administration. They must form one or more advisory committees made up of landowners and trained professionals in fish and wildlife, forestry, range, watershed management, and other suitable people. “State” includes the 50 States, Puerto Rico, Guam, the District of Columbia, and the U.S. Virgin Islands.
