Creates an Indian Youth Service Corps inside the Public Lands Corps that enrolls people ages 16 through 30, and veterans age 35 or younger, with most participants being Indian. The corps must be set up by an agreement between an Indian tribe and an approved youth or conservation group, and it must do conservation work on eligible service land. The Secretary may make cooperative agreements with tribes and those groups to start and run the corps. The Secretary of the Interior must issue management guidelines, after consulting tribes, not later than 18 months after March 12, 2019, following this law and other federal rules.
